Therefore let us draw near with confidence to the throne of grace, so that we may receive mercy and find grace to help in time of need

Most likely Paul as the author of Hebrews reminds us and encourages us as believers to approach God confidently, not based on merit, but because Christ, as Hight Preist (v. 14-15), has made a way. The use of "Throne of Grace" rather than "judgement" shifts the tone from fear to intimacy and help.

God is inviting His children to come to Him boldly, especially when weak or in need. This verse assures that divine mercy and grace are accessible and available not to be feared or earned, but received by faith.
